About Mac OS X Panther and 10.4 Tiger Library Folders?

Hello, i am a late adopter of Mac OS X and started out in Mac OS X Panther. I missed out on lots of the fundamentals and early adoption problems I guess and now i am trying to catch up. Some of the questions I have here are very simple and fundamental since I'm really new to Mac OS X and haven't been using it too long. My first question is about the Library Folder(s), what exactly are they and why are there multiple Library Folders in Mac OS X Panther. Also, I assume this will also not change in Mac OS X Tiger? Trying to get to know this new OS like I did Mac OS 9, I knew Mac OS 9 inside & out.
